I can understand, why Biden isn't having Harris in taking a more active role, outside of Washington. It's not the issue of how much (or how little) Biden has in his Vice President, but it's more of the need for Harris to be near Capitol Hill, in official duty as Constitutional President (and tie-breaker) in the Senate.
The Democrats have a 2 seat majority in the Senate, but with John Fedderman of Pennsylvania in the hospital, the majority is shrunk to a defacto 50-49 vote. If Fedderman's vote is "paired" with another Senator, who would have voted the other way, such as Joe Manchin, then The Vice President would be needed as the tie-breaker. (The matter on the Senate floor could be confirming a Federal Judge.) Harris already has the third-highest record amongst Vice Presidents as tie-breakers. If Harris is absent, instead of serving as a tie-breaker, then a Presidential Nomination is defeated and Harris would look like, she's not "doing her job".
And the question, of "if not Biden, who"? would make it even harder for Biden to get his agenda passed.
That's crazy, his age isn't his problem. It's his batshiat crazy policies on inflation, energy, border, foreign policy, education that are the problem. Sit him in a room with a lap blanket and some hot tea and he will be fine for a couple years. Take hi checkbook and credit card and a lot of his crazyass reckless spending would probably stop.

The Democratic base overwhelmingly rejected Harris in 2020. If Kamala Harris can't get them to vote for her she's got no chance of winning a Presidential election.
Michelle Obama has done more as First Lady than Harris has done as VP.
