The HOV lane is designed to reduce the number of cars on the road so at least 2 ppl in the car should have to be licensed drivers.

I used the Boston HOV lane in a hearse with a deceased person. I asked the state police woman at the medical examiner's office and she said to try it. I was pulled over but got no ticket. The cop didn't find it amusing.
