Impossible, even if you cut (ALL) military, section 8, income assistance, public transportation, education, and overseas spending. You would have to contend with a 8% interest and 45% split between Health, Medicare, and SS.
There is no way in HELL that we are going to balance the budget unless we completely scrap Social Security and they will NEVER do it.
I think each dept should do a report on their role vis a vis the Constitution, then have the Supreme Court review the reports and make decisions on which are Constitutional, then eliminate all non-Constitutional departments.
Then rinse and repeat ever 10 years. That should eliminate about 1/3 of our total budget (including entitlements), and focus our funds on ONLY doing what is in the Constitution.
