This has been the most infuriating tactic the U.S. federal government has used. This "stealth policy changing," as you say. They know the American people did not ask for this, were not consulted on it, and that had they been, would have said, "absolutely not." So they did it anyway and they do it quietly. By the time you notice it, it's too late. For all of this talk about "Our Democracy," I sure don't ever recall being asked as a native Texan about the border, about shutting down the entire economy for two years, or anything.
