If you heard the opening line there and didn't immediately ask yourself why the mayor the city (he was first elected in 2017) has done absolutely nothing to fix this problem you might be part of the problem. He has had 5 years to make any kind of progress on the issue. What has he done? Warn? Unbelievable. He had half a decade and not only didn't move to produce more/better/safer water purification facilities, he didn't do anything to address the corruption in his city that caused the problem in the first place.
