Although, this is not a case of prisoners and guards, it is similar to how a breed of a brutal mindset can manifest.Reminds me of the Standford Zimbardo Experiment:
Zimbardo and his colleagues (1973) were interested in finding out whether the brutality reported among guards in American prisons was due to the sadistic personalities of the guards (i.e., dispositional) or had more to do with the prison environment (i.e., situational).

It does seem odd that special police units have been given gang-sounding names.
Disbanding the Scorpion unit in the Memphis Police is great but, they need to interview each and every single one of them before they get lost in the ranks of the Police Department. It could very well be a gang with a badge.
