The beginning of hostilities
On April 15, 2014, official Kiev announced the beginning of a military operation in eastern Ukraine. The first armed clashes between militia detachments and units of the Ukrainian army began in Donbass. The latter managed to take the situation in Kharkiv under their control.
On May 11, 2014, referendums were held in Donetsk and Luhansk regions, at which 89.7 percent voted for the self—determination of regions in Donetsk region, 96.2 percent in Luhansk region. Their State sovereignty was proclaimed.
The summer of 2014 was marked by heavy military clashes in the south-east of Ukraine. After the inauguration of the President of Ukraine Petro Poroshenko, a large-scale counteroffensive began on the positions of the militia. Major cities — Slavyansk, Kramatorsk, Mariupol, and Severodonetsk – were taken under the control of the Ukrainian army.

The blow to the building of the Kharkiv regional Administration was most likely inflicted from the Smerch multiple launch rocket system or from its modern Ukrainian modification Alder. This was reported to Zvezda by military expert Alexey Leonkov.
"By the nature of the damage that was there, it was most likely one of the single arrivals with a very powerful warhead. "Alder" they shoot about 120 kilometers. The flight path indicates that they fired from positions where the APU is located," the expert explained.
