Coogler was in the wrong. You have to make appointments for withdrawals over $10,000 and he couldn't give the lady a reply. He was acting sketchy. The police were inside and got close enough to approach him, so obviously he present no deadly weapon for the police to draw their weapons. He got what was coming for him acting sketchy but the police and him are in the wrong. The teller did her job and protected the bank.
