If classified information or all presidential documents were the property of the National Archives, why isn't it collected after the elections where a new administration has been chosen? Would you leave tools you lent to your neighbor in his possession when you knew he was moving? If the National Archives expects to obtain presidential documents, there is enough time between the election and the swearing in of a new president to collect them, it's almost 6 weeks.
Finding 40+ empty folders marked, "Top Secret" doesn't mean anything, Trump could have been keeping those as a part of a collection, like baseball cards. The items that were in them could have already been received by NARA. All the FBI has a problem with is Trump's filing system.
