Sounds like the financial institutions that approved the loans did not do their do diligence, or did they in affirming true value, and who is to blame for that? If someone gives me a loan on my word of my real estate portfolio alone and they don't check then they are extremely stupid but neither is criminal, both parties received payments on time according to the loan agreement, no loses.
