Visiting another country to scold and lecture the host country and then create a media scandal afterwards is not "talking." Worse, what little is agreed during such visits is completely reneged/reversed by Congress or other departments of Biden's administration. Most foreign countries around the world have no time for such BS diplomacy.

The US does not have high-level talks with any country. The US only has enemies or vassals. The US will demand that China follows its "rules based order" – US rules and follow US orders. Any talks will fail cos the US military-industrial complex does not want such talks to succeed, and then they will blame China. It also sounds like the person being interviewed is floating the chance of a Gulf of Tonkin-type incident.

Biden simply wants a talk with China to show Americans that the Sino-US relationship is well under his control, so that he can score some political points in the upcoming election.
