There is absolutely no sound rationale for either the limiting of Ukraine’s access to advanced offensive conventional weapons nor restrictions on attacking Russian soil.
Both of the above restrictions are based on irrational fears. One is the fear of nuclear war. Time and time again such fears have been shown to be unreasonable. Throughout all of the major world crises of the last 75 years, no nation has had the collective desire for national suicide that nuclear war would surely entail. The second is the fear of direct NATO involvement in the war. This presupposes Vladimir Putin would attack a NATO country when he obviously doesn’t have the military capacity to subjugate Ukraine. This is irrational.
What the above policies and restrictions have achieved is forcing the Ukrainian military to fight a limited and unimaginative war. It has forced the Ukrainians to carry out its summer offensive against main lines of Russian defenses and resistance.
Any first year West Point man or woman could look at the map of Ukraine and Russia and see what should be done. North of the Russian occupied regions of Ukraine lies 250 miles of direct Ukrainian / Russian border. Send the main elements of the Ukrainian army directly into Russia towards Kursk and Voronezh. The bulk of Russian forces are holding in the South in occupied Ukraine. The Ukrainian forces should be able to make rapid progress into Russia proper, either forcing Russia to divert their southern forces north or risk the Ukrainians continuing to drive toward Moscow. Even if the Russians could continue to hold regions of Ukraine and eventually stop the Ukrainian advances into Russia, Ukraine would then be in the enviable negotiating position of swapping Russian territory occupied by Ukrainian military forces for the portions of Ukraine occupied by Russian forces
