The Biden administration plans to provide Ukrainian troops controversial weapons called cluster munitions.

The weapons − meant for Ukraine to attack dug-in Russian forces − are modern versions that leave behind fewer “duds” that could kill civilians, U.S. officials said. The decision is significant because Ukraine has pleaded for the U.S.-made weapons for months, and appears to have made little progress in its long-awaited counteroffensive. The use of cluster munitions increases the potential for civilian casualties.

During the Vietnam war, the USA dropped more than 20 million tons of bombs on Laos in a "secret" war, including some 270 million cluster bombs. Laos has the honour of being the most bombed country on Planet Earth. Post war 50 years later, civilians are still getting killed by these cluster bombs today, and some experts say it will probably take another 100 years to carefully clear the bombs. Kids picks up and play with what looks like tennis balls, only to be injured or killed. I'm not sure I like the rhetoric from USA trying to justify selling the cluster bombs and calm its own conscience to Ukraine, by saying that Ukraine wanted it, knows all the risks, and that Ukraine has agreed to indemnify the USA for all consequences. Sounds like a cop out. Then again, since the USA has some leftover cluster bombs sitting idle and marked for destruction anyway, some official probably decided why not sell and get some money for it.
Of course the US used cluster munitions in it’s illegal invasion of Iraq.

The bottom line is that cluster munitions end up killing or maiming more civilians than combatants long after the war is over.
