The president is the only person who can declassify those documents. At the time, V.P. Biden had no right to those records and the people who "inadvertently" stole them and packed them up for shipping had at least eight years experience handling classified documents and should have known better. That the documents were held for two months for political reasons before being released was crime number two. That they are now known to be in three different locations would be crime number three. That one of those locations was being funded by China is Treason as that is a foreign power with inimical ideas to our way of life.
None of those things have anything to do with the "Presidential Records Act."
