Just as Russia did not want NATO/U.S. warheads on their border with Turkey. The U.S. didn't want Russian warheads installed in Cuba. Hence, 60s Bay of Pigs War. Agreed, remove both warhead Installations Turkey/Cuba, then Russia/U.S. signed Nuclear Test Ban Treaty.
Makes no sense; G7, NATO and Ukraine could not devise a treaty to guarantee that no warheads would be installed in Ukraine and unobstructed peaceful access to Black Sea Ports.
