He was sentenced to 24 years at just 16. He did 20 years in prison so he spent more years of his life in prison than free. If he wasn't a monster before, he definitely was after getting out. People like this do not fear prison as they are more comfortable there than in society. Many like him have no issues returning to the only life they know. I doubt he was waiting in this specific area for a random person to attack. Likely his family will be receiving payments from the husband for years to come.
