This happens all the time. Sure money is "earmarked" for whatever purpose. They then just decrease the existing budget by the same amount. The targeted budget sees NO NET INCREASE

The annual deficit under Trump ranks as the third highest of any president in history. Since 1933, the US economy has grown at an annual average rate of 4.6 percent under Democratic presidents and 2.4 percent under Republicans. GOP tax cuts for the wealthy have never boosted the US economy. Ten of eleven U.S. recessions between 1953 and the present began under Republican presidents.

Government spending needed to be cut a long time ago. Let’s go back just to the Reagan years. Ronnie preached fiscal conservatism but became the biggest deficit spender up to his time. The first Bush was fairly moderate but he did start a war that was a pointless expenditure of taxpayer money. Then came Clinton. After eight years he left G.W. Bush a one trillion dollar surplus. Not only did #2 Bush rip through that he lied us into another 20 year long war and just before he left office his economic inattentiveness saddled the country with the Great Recession of 2008. And, he became the biggest deficit spender up to his time. But the war and the economic catastrophe #2 Bush left to Obama required that he save the automobile industry, the banks and a whole host of other corporations and that put him at the top of the deficit spender list with the caveat that it wasn’t his intention or plan to have to spend to save the country from G.W.’s incompetence. And then we come to the Orange Toddler. If you’ll concede that not taking in money is like spending it, because both leaves you with no money, then the Donald’s massive tax cut for the uber wealthy deprived the government of a huge amount of funds…which could have been used to pay some of Bush or Obama’s expenditures. Then there was Trump’s complete lack of response to the arrival of covid which anyone living can guess at the financial implications of that non-action. And Biden? His term isn’t up yet, but he is still another Democratic President left with a fiscal mess by his Republican predecessor and it doesn’t look good. Republicans like to talk fiscal responsibility but their actions indicate otherwise.
They want the Globalist controlled Wall Street Companies to flourish, and all small businesses closed down. Extreme fascism, then Communism to finish us off. Only one difference between the two; one is honest to you about who is in control, the other just lies, and you think you're in control.
