Hilllary should've said her colleagues in her party including this administration ailing from historical amnesia rather than target S Korean citizens as a whole. U.S tried to engage China by acting nicely and cooperatively but it failed spectacularly it got more belligerent and it got more aggressive. Nobody tried to exclude China and give it a bad deal; U.S for instance even let China's currency yuan depreciate for their benefit, and intellectual property and patent theft go unnoticed and unaccounted for, so that their economic relations go smoothly despite uneven playing field. Then now they're talking 'de risking', instead of 'decoupling' fearful of provocating China, thought their slight difference in nuance is not about their original menaing but angles and approaches. One is about not upsetting and provoking China that it would behave erratically and do something aggresive against the U.S which China has been doing already, while the latter is about self sustainability and accountability and truly de risking resources supply chain issues globally, that China doesn't have global dominance on these anymore.
