Ths short blip on China should be a bigger story. We as buyers and consumers of goods can and do have a choice and impact on whether we endorse and financially back Chinas climate policies and how they impact environmental wellbeing locally and abroad.

If the air is at the dew point then yes, your sweat will not be able to evaporate and cool your body, so air above 98.6 or your normal body temperature will result in heat transfer from the air to your body, albeit at a very slow rate. But air is rately saturated, and even it's over 110 outside you're going to feel a lot cooler in a car if you roll down a window and allow the air to circulate, particularly in a dry environment. Your sweat will evaporate and your internal energy (heat) will be dissipated by a rate proportional to the change in enthalpy of the water. This isn't just a hypothetical example. This is something I actually did tonight after I went hiking at 5PM. I got in my car and opened all the windows to cool off as I drove away. Then when I felt cooler I closed the windows and turned on the AC. It doesn't take a PhD in engineering to understand these things. You just had to actually listen in high school physics class.
