During his career, Republican President Ronald Reagan reduced funding for California mental health institutions and repealed most of the federal Mental Health Systems Act. This further increased deinstitutionalization – moving severely mentally ill people out of large state institutions and into the street. Reagan also signed the Lanterman-Petris-Short Act that restricted the hospitalization of people with mental health disorders to extreme cases. Now, an estimated 26% of Americans ages 18 and older — about 1 in 4 adults — suffers from a diagnosable mental disorder in a given year.
