Makes water, evaporates, creates clouds, rains, water for the plants, things grow, atmosphere lifts off the face of the planet, you know smart american things.
Simple answer is no unless a new method can be found to extract it. And it is very hard to store hydrogen safely.

The biggest problem with this is that the hydrogen(H2) is nuclear capable and the U.S. government won't allow regular citizens to possess nuclear material.

I drive a hydrogen car in California and yes you can leave your car fueling while you go and grab a drink and chips if I want to. It fuels in about 5 min or so just like fueling a conventional gas car .
Hydrogen is the only fuel that goes back from where it came from if it was a water electrolysis process. Forever making it the only completely renewable and sustainable fuel on this planet.
