This falls on Pete Buttgieg. He's been in charge of this for 2 years, upgrading the systems for all transportation with billions at his disposal. It's what they campaigned on, and it also includes the airlines software and equipment upgrades. None of it was done. He pulls his bike out of his SUV to make a speech and blame the railroads and the airlines for his failures.
