Just another self-promoting publicity stunt with no legal base aimed at impressing his clueless supporters. The UK and Canada already have the vaccine. Pfizer offered first bid to the US for 500 million doses over the initial 100 million orders, but Trump refused. Other countries bought them and have a contract in that effect.
