Its a Combination of both FAA and the Airlines (not just United) for the cancellations plus delays. Both entities just like the rest of the large corporation/businesses that only look at the "numbers" (profits/losses) and rarely have the initiatives to raise the concern of the future to their Board of directors for fear of being possibly wrong. They'd go along with just the numbers to make directors happy and if craps do happened later, well then ……..what it is is what it is.

If the FAA lowers that 1500 rule to even just 1000 that would greatly help the pilot shortage… also if some of these airlines started doing completely free commitment training to make their own pilots from the ground up
