    There is no direct regulation regarding the Risale-i Nur Collection in the proposed amendment text with the pirated article added to the Omnibus Law, which envisages an amendment to Article 47. First of all, for this reason, the claim that the Risale-i Nur will be protected by law is an empty consolation and a lie aimed at concealing the gravity of the matter from the public.
    With the amendment, the Council of Ministers is authorized to confiscate, nationalize and publicize the Risale-i Nur Collection. With this arrangement, the Risale-i Nur Collection does not gain legal protection. On the contrary, the Risale-i Nur is transformed into a commodity that the State, the AKP, can save as they wish through the Council of Ministers. Risale-i Nur wants to be taken under the captivity of the state, bureaucracy, political ambition and bias.
    If the amendment is accepted in the General Assembly, the Council of Ministers may decide to make the Risale-i Nur Collection public without any justification. With this decision, the Council of Ministers will be able to give the authority to publish the Risale-i Nur to the Presidency of Religious Affairs, to one or more institutions, with a purely arbitrary disposition. Likewise, it may withdraw this permission partially or completely with a decision of the Council of Ministers whenever it wishes. It will be able to limit the number of editions of the Risale-i Nur Collection as it wishes, and will be able to give its publishing authority to institutions or publishing houses that are unwilling or insufficient to meet the demand, and have limited access to distribution channels. The Council of Ministers may, at any time, partially or completely prohibit the publication of some works, including the Corpus, due to the change of time, conjecture, pressure from the bureaucracy or the public,

    The right to publish the Risale-i Nur Collection was left by Bediuzzaman Said Nursi to the "Students of Nur", whose number can be expressed in millions today, among which there are today's legal heirs. This right has been used in this way until today.
    Risale-i Nur Collection has been printed and published continuously for fifty-four years since Bediuzzaman Said Nursi's death on 23.03.1960 until today by the publishing houses established by his students.
    Since the implementation of the banderol, approximately 27 million copies of the Risale have been given a banderol. During the years that have passed since the change in the regulation made in 2011 for publishers requesting banderol to submit contracts, there has been no objection to giving banderol to publishers requesting banderol for the printing of treatises.

    Moreover, in the fifty-four years that have passed since the death of their descendants, legal heirs have not made any legal attempt to prevent the publishing of the Risale-i Nur Collection. They did not make a request to the Ministry either not to give banderol to publishing houses or to prevent the publication of the Risale.
    This attitude of the legal heirs, which has lasted for fifty-four years, has created a legal situation. The Ministry cannot ignore this ongoing legal situation, their will and desire for the Risales to be freely published by Said Nursi's students. As a matter of fact, the Ministry, taking into account this legal reality, has not seen any harm in giving banderols to publishing houses until today.
    For this reason, there is no need to adopt a method that would never be considered reasonable and justified, such as the nationalization of the Risales and their making them public.
    The other legal heirs of Said Okur (Bediuzzaman Said Nursi), with the petition they submitted to the Ministry of Culture and Tourism through their lawyers, do not have any demand to stop the banderol being given, and they wish to continue the free publication of the Risale-i Nur Collection as it has been until today. they declared that they did.
    The esteemed legal heirs of Said Okur (Bediuzzaman Said Nursi) have declared that they can make a contract with all publishing houses that print the Risale-i Nur Collection, regarding the transfer of financial and intellectual rights, and in this respect, Yeni Asya A.Ş. have signed a Copyright Agreement on the transfer of financial and intellectual rights, but not exclusively.
    The case that some of Bediuzzaman Said Nursi's students filed against a publishing house claiming that the Risale-i Nur Collection was bequeathed to them through a will by Said Nursi, Said Nursi had no appointed heirs, the treatises were not bequeathed by a legally valid will, the claimants had entitlement. The decision of the Istanbul 2nd Commercial Court of First Instance, numbered 1993/494-1422, was rejected on the grounds that the
